The Edict was founded back on Asulon, in the keep known as Blackreach, which, as I recall, was in Taurus lands - back in old Oren. Blackreach was lost and re-occupied several times throughout it's history, before the Edict eventually took permanent control of it.
Most of the Edict's oldest members were originally part of a small city called Crestfall, which was in Asulon. The Edict was founded after Oren betrayed the Baron of Crestfall; Tyler Crane. Ventus Crane ((Later known as Ventus Hennington)) would be the first master of the Edict, after it was decided that those affected by Oren's betrayal would exact revenge.
The Edict, as I mentioned took permanent control of Blackreach. That is, until Oren came about and attacked it, destroying it entirely in the process. So, we fled north into a rather snowy area, where we built a small keep that sadly didn't last very long. Out of options and out of lands we could lay claim to, we fell in with the Dwarves. We became a respected part of the Dwarven Legion, though we were pretty much independent with the exception of some fine print. Unfortunately, this stay wouldn't last. We eventually became the personal guards of Grand King Hiebe Irongut. The grand Marshall; Kjell Ireheart, didn't like that non-Dwarves were protecting the King. So, a vote was started to have us removed from service. The vote passed, and we were left without a home for a time.
That is, until Kalos and Elysium came about. And in Elysium, we found Edward Taurus; the last Phoenix King. So, we served under this new King for a fairly long time, before Oren eventually caught up with both him and us. His town, where we were also staying, was sacked and the population was massacred. He was among the dead. We tried to rebuild the town, to no avail.
At this point we were on the run from Oren again. So, we fell in with the Dwarves once more. Their stronghold in Kalos also served as our home. This wasn't to last though, as Khorvad and his minions emerged from the deep. Khorvad destroyed that Dwarven city, and everyone was forced to take refuge in a camp on an island not far from the city's ruins. A battle ensued with Khorvad, which we thankfully won. However, around this time we sailed to Anthos. In Anthos, we served the Dwarves for quite a long time again, claiming the town of Kastoria as our own, along with a Dwarven stronghold atop a very high mountain ((I think it was called Storm Peak)).
When Grand King Thorin Grandaxe came into power, he went to war with Oren over the murder of a Dwarven nobleman. This obviously made the Edict quite happy, what with our Oren-hating ways. This war would be known as the Great War. It ended with Oren surrendering, though the dead on both sides were beyond counting. But, when Thorin turned his eyes back toward home, he had a rebel problem. Seeing as Thorin had been so hospitable toward the Edict, we decided to thank him by fighting the rebels. This rebellion would be called the Dwarven Civil War. The rebellion ultimately failed, but the Edict's master - Ventus - died in the conflict. So, Naffog took the reigns from there. Sadly though, Kastoria was burned to the ground by the Dwarves, along with the Edict's hall. Seeing no other option, Naffog disbanded the Edict, much to his shame. The Edict lay dormant for a long time.
Vailorian History:
In Vailor, a new hall was constructed, with but one soul to fill it. That is, until a Wood Elf, now known to be named Sentis, stumbled upon the hall. At first the visitor was weary of the Uruk, taking the oath reluctantly. Soon though, he settled into his new duties, helping Naffog to rebuild his long lost family. The Edict grew quickly, new members popping up at every turn, things seemed to be going well. Sentis was eventually promoted to be the Master's Hand, an extension of the Edict Master himself so to speak. For a few years, the Edict grew, settling in the Halfling countryside and living amongst each other happily. Once again we joined the Dwarves, helping to quash another rebellion. This rebellion was over quickly, ending in an easy victory for the Edict and the Dwarven loyalists.
As one may come to expect by now, these times were not to last. Rumours began to spread of Oren taking the Halflings as Vassals, much to the chagrin of the Edict. Once again the Edict packed up, moving North and falling in with the Snow Elves. At this time, many of the new Edict members fell away, unable to bear the life they had chosen. Despite this, Naffog found a mate within the Edict, Crystal Belan'oche. Given this fact, Crystal became the second in command of the Edict, later giving birth to a son with Naffog; the name of said son being Vulthur. Once more the Edict rebuilt, attracting finer, stronger members. A keep was constructed upon a mountain top, dubbed Eastwatch upon completion. The Edict thrived in Eastwatch for many years; fighting alongside the Mali'Fenn.
